When do hotel prices drop?

City hotels: 1-3 weeks out, when business blocks release. Resorts: 2-4 months out. The practical play is booking a refundable rate early and re-checking prices a week before your stay.

Should I pay online or at the hotel?

Pay-at-hotel protects you if plans change, but online prepay is often cheaper and locks the rate. In countries with weak currencies, prepaying in your home currency can also dodge card conversion fees.
