Moscow-City, officially the Moscow International Business Centre, is a sprawling complex of gleaming skyscrapers on the Presnenskaya Embankment. This ambitious project, begun in the 1990s, has transformed the Moscow skyline with towers like the Federation Tower (the tallest in Europe), the Mercury City Tower, and the OKO complex. Visitors come to marvel at the architecture, take in panoramic views from observation decks such as those in the Federation Tower or the Empire Tower, and enjoy high-end shopping, restaurants, and even a cinema. Construction of Moscow-City began in 1998 on the site of a former stone quarry. The project was conceived to create a dedicated business district for international companies.
