The Qushla is an Ottoman-era complex on the Rusafa side of Baghdad, near al-Mutanabbi Street. It was built as a seat of government departments and as military barracks, with a clock tower used to regulate soldiers' routines.

Ottoman governor Mehmed Namık Pasha began construction in 1861, and it became the seat of state and official departments, including military barracks for the Ottoman army. The next governor, Midhat Pasha, completed the site. A clock tower was added to wake soldiers and signal training times.
