The garden was originally built in the 1860s as part of the Elphinstone Circle redevelopment, named after Governor John Elphinstone. It was later renamed in honor of Sir William Horniman, a British journalist and editor who championed Indian independence. The surrounding buildings were designed in the neoclassical style, forming a grand urban ensemble.
