A bit of history
After the First Opium War and the Treaty of Nanking in 1842, Xiamen became a treaty port. Foreign residents on Gulangyu established an informal organization that became formal in 1902 when its Land Regulations were approved by the Qing dynasty. Thirteen countries, including Great Britain, France, the Netherlands, and Japan, had extraterritorial privileges and took part in the Kulangsu Municipal Council. The British played a predominant role, and Sikh policemen from British India policed the settlement. Japanese occupation began in 1942 and lasted until the end of World War II, when the island was returned to China.
