PANORAMA360 is the highest observation deck in Europe, on the 89th floor of the Federation Tower in the Moscow City business district. From more than 320 metres up, floor-to-ceiling windows give dizzying, 360-degree views over the whole of Moscow, the skyscrapers of Moscow City around you, the Moskva River snaking below, and the distant historic centre with the Kremlin and cathedrals. On a clear day the panorama stretches for miles across the vast city.
A fun quirk: the deck is home to an ice-cream factory and a chocolate factory, and your ticket typically includes unlimited ice cream, a hit with families. It's the best high-altitude view in Moscow, especially memorable at sunset and after dark when the city lights up. Allow time to circle the full deck and take in every direction.
